Are you sure about this? Site.master should just be loading the bundles, not creating them. If you remove bundleconfig.cs, there are no bundles to load. Yes, you should remove the call from site.master too, but it just loads the bundles.
>In ASP.NET Web forms there is BundleConfig.cs. But there is another place where bundle are made. The body section of the site.master has ScriptManager where the bundles are set. So actually it is done in two places. So removing/commenting the code in BundleConfig.cs does not completely remove them.
