Yes, but I think it is easy to say that one day everything will be 64 bits until this moves on to 128 and so on. Not necessarily. There are still drivers (to this day) that only work in 32-bit mode. Sad and unfortunate, but fact of life.
For that matter, there are some specific issues within Microsoft's software where 64 bit causes issues and you have to downgrade to 32 bit.
These situations are quite intricate and complex, but they do happen.
I understand where you are coming from - but in the proverbial grand scheme of things, I wouldn't place high stock in getting a 64 bit version of VS2013 anytime soon. Just my two cents...
