Monitoring the Windows Temp folder: C:\Users\User Name\local\temp, I've observed:

1. When the Report Designer is initialized, a Temp version of the Report is created (which will be Deleted when the Designer is closed)

2. Whenever a Field Report Control is Double-Clicked to reveal Properties, an additional Temp version of the Report is created, hitting Cancel will deleted these files.

3. When the problem occurs (usually when double-clicking a Field Report Control) instead of a FRX temp file a TMP file is created (the Temp FPT file is created).

Did a Installation Repair which did not fix the Problem.
