Drawing a hard cutoff line at such an amount will either result in those having much more than (#recipients*10**7) either leaving or spending the surplus amount like crazy. The real danger lies in the possibility of demotivating those already near such cutoff lines - and I am not saying family grown industries are always better managed than others. Just believing having such options make for a bigger cake.
