I agree, a talk with the boy or an apology or a "sit in the corner" would have been sufficient, if the kiss had been unwelcome. Though from what I read, it wasn't unwelcome.

They are taking away the charms of childhood and growing up.

Even if a boy in Katy's preschool gave her a kiss on the hand or cheek, the MOST I'd want is just a friendly conversation with the parents/school, nothing more, and I'd object strenuously if the school tried to paint a harassment label on the boy.
