The main question is whether your Group Policy settings are actually being applied. If they are, then it's most likely a transient problem as the message indicates. I've seen that from time to time when a group of servers are all restarted at the same time (say, following a power outage). What happens is the Domain Controller has not fully booted before other servers want to start processing Group Policy, so errors like that can crop up.
If your DC is fully operational and you're consistently getting this event when starting a member server or workstation, and your GP settings are not getting applied, then you'll need to dig deeper.
