I just tested your code from your first message:
tst.exe 123 456 (pcount=2)
tst.exe c:\1.txt c:\2.txt (pcount=2)
tst.exe "c:\1.txt" "c:\2.txt" (pcount=2)
Maybe the total length of the command you're trying to run is too much?
