guess so - they put enough pressure to create laws that make their behaviour legal. At least catching data offshore will probably be against no specificlaw as well. Weasel clauses against getting data from US citizens into their bases seem to be in place. But for me there is a distinct difference between legal and physical laws - for others legal a touch of sacrosanct and a place in some god-ordained picture ;-)
