First off, how would you arrange the remaining pixels? Suppose only 10% are black - removing all non-black ones would mean you're reducing your 10 megapixel image to a 1mpx one... but without any foreknowledge on how the remaining 10% should be laid out, I have a feeling the requirements are incomplete.
