I tested under Windows 8.1. I got the same result as the Windows Server 2003.

So, so far, it gives this:

Windows 7 and Windows Server 2008 generates the resize in the same way
Windows 8.1 and Windows Server 2003 generates the resize in the same way but different than the other two
