I believe he was aware, without a doubt.

This definitely shows the ugly side of him. If he had a problem with the mayor, fine - but just getting sick and tired of politicians on both sides believing they can use citizens as pawns in a game.

Imagine if you had been stuck in traffic, and missed a critical business meeting
Imagine if you had small children in the car
Imagine if you had someone in the car who fell ill - and there were problems getting emergency medical services

If you've ever seen the Hunger Games movie, there was a scene where the ruling class party got upset that one of the game participants was going to win....and decided to built computer-generated monsters/dogs/whatever to physical attack the participants. It was like the rulers were saying, "we don't like you, so we're going to screw with you". What this deputy chief of staff just did (perhaps with Christie's knowledge) is just as mean-spirited and ugly...and from what I've read, she also made comments about how much fun it would be.

Believe me, I get just as angry when politicians on the right screw with people's lives.
