It does appear USDA is trying to do something to make the process simpler.
I've said this many times - I worked in WIC from 1989 through the mid-1990's. I was part of a data-crunching team that was part of a process to get peanut butter back on the WIC food list for little kids. I was in every country health/WIC clinic in Georgia (all 270+ of them). No infant should be going without formula/milk and no kid should be walking around hungry.
There's no question that stigmatizing the "poor kids" is damaging. I forget who it was, but some moron representative in Georgia wanted poor kids to clean school bathrooms, sweep school floors in order to get their free lunch. Unbelievable.
