I do recall back in the late 1970s where I was attending a middle school where the majority of students were on the free lunch program, and I was one of a handful of students where parents were paying for the lunch. The school administration was always complaining to my parents that because I was one of a handful of students where the parents were paying for lunches. Eventually the problem was "solved" by having me work at the cafeteria -- thus in principle it was OK as I was "working" for lunch (so I wasn't effectively getting a free lunch when I really wouldn't qualify), and no additional paperwork was required by the school staff to have my parents pay for my lunches. Similar deals were struck with parents of other children of parents that were too "well off" by having the kids "work" as office aides or similar tasks.
