Yes, it was. They were a medium-sized company, and almost never had more than three projects going at a time. So, the rate varied with the economy, but maxed out fairly low.

And it just occurred to me to check the company website. 4000 houses in total from the early 70's to around 2009, when they stopped building. That's serving the Delaware and Lehigh Valleys--total population around 7 million.
