first of all seconding Hilmar in that you should verify, even if the tone of mail sounds like your daughters. My first idea was to mail you, but then I remembered your hacked inbox-account - right away the dirty tricks part of my brain started spewing out scenarios where you or others trying to help were fleeced. Verify origin via skype or other channel where you can see her talking to you, even if most scenarios seem too elaborate for probable gain. Spending the night without money should be possible if she does not need to find a new hotel - if she currently is in one, handle via their offices and if she is already in private acc she won't need large amounts for 1 or 2 days.

Dunno about Prague, but over here we use CC ***much*** less and Western Union is quite often connected with defrauding schemes - including nearly all internet schemes. Banking cost for giro-type accounts is usually between 0 and 10$ per month for private person - free accounts often having a clause of getting wages collected via it, but some banks offer reduced rates for students as well. If your daughter were here for half a year, I'd reccommend for her to get an accout at a bank which her co-students reccommend and having an outlet nearby. Sending money inside EU [usually following day if sent before 11H] most of the times for free, 10$ per telegraph (few H). Big bonus: She can get money from her account even with ***everything*** stolen from those clerks recognizing her and no need to rely on others. Get her to rely on people even in new surroundings, not in procedures of CC companies from the US.
