Hi,

I, and another developer, wrote the Social Security system for 3 island nations (Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI) and the Republic of Palau (ROP) in 2005. It was originally a joint project between the three countries, but ROP decided to go in their own direction for the last 2 years (ending cooperation with the other 2 countries).

The system is written in MS-Visual Fox Pro, using the Visual MaxFrame Professional framework (VMP); it two of us about 1.5 years to develop originally, and there have been many enhancements and new features in the years since. The other developer, Donna, was intimately familiar with the Social Security systems in the 3 countries, and I had more experience in VFP. Donna dropped out of her involvement in early 2006 and I have been supporting and developing the system since then. In late 2010 an entire Health Care System was added, increasing the complexity and size of the system by about 25%.

ROP has just put out an RFP to “migrate” and “modernize” their Social Security System; perhaps you, or someone you can pass this on to, would be interested in responding.

I am 67 years old and not enthusiastic about leading a project like this nor learning an entirely new programming language to implement a first system this huge. I DO love working and am mostly a workaholic, but would like to start winding down in the next few years. However I would love to be involved with a new system for ROP Social Security, as an adviser, or in any capacity, and I think I would be an invaluable resource for whoever may take this on.

I will NOT respond to this RFP myself. If I cannot find someone to work with on this, I will send the same information to whoever wins the RFP.
