To add what Naomi said,

If they have the VFP IDE installed, each install will need its own legal copy. With an EXE, you distribute runtime files along with the EXE.

You can use some type of loader or updater that looks at a location on the Internet or their own local server for an updated EXE, then installs it. I'm sure there are loader programs in the files section here.
