This happened to me a while ago but I don't know if it was a windows update that caused it. But browsing for a solution I see several posts that implied it was due to a Net 4.5 update.

Although deleting the ComponentModelCache solves the problem it is annoying that I could find no clear explanation as to the cause :-{
