gdiplus.dll is installed with VFP. On the install CD it is located in x:\program files\common files\microsoft shared\vfp folder.

In windows 7 it gets installed in c:\program files (x86)\common files\microsoft shared\vfp

I also have one in c:\windows\syswow64, but I am not sure what put it there.
