The reason is that the second program requires a specific extension before detecting and copying the file. Thus, for as long as .TMP exists, it will not be processed by another program. And, the rename command would only make that file available to the proper name once executed.
If the second is not attempting to copy the *,tmp extensions then is should work fine - in fact it may be the best solution. But I must admit I'm surprised that the File.Copy() is throwing the exception - I would expect it to be the second program that has problems.
