I don't think it's obvious that the individual mandate will go. That is core to the whole plan. Everyone is covered. That won't work if you have a bunch of freeloaders sitting on the sidelines until they need health care, with no intention of paying for it. That's what we had before.

What you are describing at the end is also called single payor. I don't think that will fly in this country, at least not any time soon.
