In Visual Studio just create a Web site (or use an existing site), then add a WCF Service (or Web Service) to it. It'll do all the hooking up for you and you just have to implement the contract interface and service implementation class. It's pretty straight forward for default service setups.

What's often not so straight forward is configuration and modifying the default configurations which is done with .config settings that are not very well documented and that are often nested. But thankfully latest versions have reasonably good defaults that you usually don't have to muck with settings.
