Last time I tried that I still had to disable IE's security settings to even download Chrome (or anything else). My typical steps for installation are:

Ninite to get some basics installed
* Then
Chocolatey to install system components and Utilities
Actually come to think of it, you might be able to get by with just Chocolatey and installing Chrome from it if you can get past HTTP security. Haven't tried that but might be worth a shot.
