There is Submit button on the left after you searched. I just run this search

https://connect.microsoft.com/SQLServer/SearchResults.aspx?SearchQuery=spatial

and I see submit button to submit a new issue. Of course, I didn't read through all the bugs that are now displayed, may be yours is already there.

BTW, the bugs are opening very slowly :(
