Speaking is most definitely an action. It's an action verb. :-) But beyond that, it has real power even of life and death (Proverbs 18:21).

Consider: God had the entirety of all creation in His mind before anything sprung into existence. It wasn't until He spoke that things happened. Even the word "universe" demonstrates this, being comprised of two parts, "uni" and "verse" ... meaning "one" and "[orally] composed statement" (as in God speaking it into existence).
