What version of IIS are you using?
If you're using anything newer than IIS 5 (Windows vista and Windows Server 2003 forward), then you shouldn't be using impersonation. Rather configure your application pools in IIS to use a specific account that has access to your data. If all local you can use SYSTEM.
Application Pools are the host container for IIS applications and you set security on the container. Prior to IIS 6 and Application Pools security came through via Impersonation of the user account the user logged in with which is very difficult to manage and a potential security threat.
