I think I have found why this event is not firing.

Page http://msdn.microsoft.com/en-us/library/windows/desktop/ms685996(v=vs.85).aspx describes a SERVICE_ACCEPT_PRESHUTDOWN property which is known as "The service can perform preshutdown tasks. This control code enables the service to receive SERVICE_CONTROL_PRESHUTDOWN notifications.".

I would then assume it is OFF by default. So, I just need to turn it ON. However, this is a structure. So, it needs a few adjustments here and there.

I will follow up once I have new results.
