In the field properties

Stretch with overflow stretches a field if there is to much data

Object position defines how to move the object within the band.

so your "strechable" is "stretch with overflow" "fix to top"

anything below is "fix relative to bottom ..."

a frame / vertical line must be set to "stretch relative to height of band"

just play with it.
