The rules were changed because Rick's behavior was alienating Michel's paying customers. Michel made a business decision. Rick made a decision to break the rules, knowing he'd be banned.

As I said elsewhere, Foxite introduced a similar rule a few weeks ago, and Rick's having no trouble obeying that one for the moment. So he is capable of dropping the religious talk; he just chose not to here.

So no, I don't think the rules were changed "in order to ban Rick." I think the rules were changed in an attempt to change Rick's behavior.
