The story for me isn't whether they all paid or came from the 50m uninsured: IMHO the story is that a handful of experts turned that site around quick enough to catch up with one of the original goals. 7.1 million signed up means the site must be working at least part of the time. Bravo small team of gurus: shame the corporate greys have structured things so they never will call on you in the first place.

Since I said that last time, I see that Apple's core design team for all products, numbers 15. In that massive company with legions of personnel, 15 people determine the future. Most of them have names we wouldn't even know, just like the names of those who fixed the Obacare website.

My point: really good people who get together, can move digital mountains. Whereas huge head counts are good for steady as she goes, but have no connection to success if you're doing new stuff. We knew that was true about games, but now it's true for massive projects as well. That's the next chapter in the internet story IMHO.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
