Yes, Report Builder works on top of the SSRS engine - it's basically about 80% of SSRS in Visual Studio, but with a bit more of an Office look and feel to it.

For any user to build reports, they have to have some basic understanding of tabular and matrix output (and grouping, if applicable), even if it's expressed in non-technical terms.
