What do you think would happen in impoverished communities if there were nothing at all for them? Would they meekly starve? Or would they mobilize and march in their thousands towards your neighborhood? History says the latter and anybody present when rioting begins will confirm that savagery never is far behind once it starts. Ordinary people seeking food for their starving kids wil be overtake by nasties attracted by the excuse for mayhem. Allowing everybody to eat might be less expensive if that's the only motivator.
