Not really. Western European and especially Scandinavian nations have very advanced social support networks. And yet, looking at teen pregnancy rates since it has the association with poverty:

For completeness, US rates now are in the 30s, a big reduction. How would you explain that if "war on poverty" is the cause? And note where NZ is, btw. Why is NZ so different in this statistic from Scandinavian nations considered to have equivalent social support? Especially after NZ has just been rated the most socially advanced country in the world according to this Washington Think Tank paper coming first in personal rights and freedoms and in the top 4 for access to schooling and tertiary education, and inclusion of minority groups.

My point is that partisan media and pressure groups are adept at selecting figures to advance a cause, even if the figures presented without massaging would show the opposite result. In your graph, marriage seems a WASP-centric measure and "% of all births" could be problematic on the Y axis unless it corrects for higher birth rates.Certainly I agree that policies that reward being a solo parent are destructive- but they have those in Norway too, so there must be a much bigger elephant in the room.
