It is your job as a software professional to inform this client that this is utterly ridiculous. In OO programming, more lines of code usually means bad design. A good program makes use of re-use instead of writing functions over and over again. If a client insists on paying for lines of code after you have explained this to him, go ahead and write the program in the stupidest way possible and charge him for every line. You will both regret it.
