What happens quite often (in IE) is that when I change something in my CSS the changes are not seen because IE is using cache. So I usually click on Cache -> Clear browser cache in the Development Tools; after I make changes in CSS. So I was looking for the same feature in Chrome Developer Tools.

You could create a batch file to delete file(s) from the Chrome browser cache folder.
