Equally crappy as using the filesystem as a database and relying on someone's admins to keep the database and filesystem backups in sync.

IOW, the files have to be somewhere. I'm assuming they are documents related to the other data in the app, so they are data. Now it's only a question whether we will pay the bridge toll or we will pay to cross the river.
