One obvious thing you might check that might not have anything to do with Windows 2012 specifically -- how was the VFP runtime installed?
* If you've encrypted the EXE/APP/FXP using something like ReFox, depending on the level of encryption, it might require a patched version of the runtime libraries. That means if a generic runtime was installed, the application program might not run.
* You may run into problems with older release runtime. We had one customer which started having problems with application doing weird things. Found out while talking on phone that they'd found an online copy of the VFP runtime -- but was for an early release (before any service packs). We had them download a newer set we'd put together and the problems went away.

One other obvious thing you might want to check -- where is the program installed. If it's installed under "Program Files" (or "Program Files (x86)" in 64-bit) then you could be running afoul of certain restrictions on some folders that are essentially going to be read-only.
