I don't think you can do that. Yet.

Monday, Microsoft announced new APIs for VSO that may give you what you need. http://blogs.msdn.com/b/bharry/archive/2014/05/12/a-new-api-for-visual-studio-online.aspx

However, I think if you're looking for collaboration, you may be better off looking at integration with GitHub.
