This sort of thing has been played with for a long time e.g. at Avro Canada around the time my dad worked there:

I can't help but think if this vehicle is low-elevation only ("think hovercraft" as the company says) there must be better ways to go. If not an actual hovercraft, then some sort of surface-effect craft. Years ago the Russians took that idea to its logical extreme with various "ekranoplans":
