To recap:

Workstation1, User1, ApplicationPart1 - not working
Workstation1, User1, ApplicationPart2 - working
Workstation2, User1, ApplicationPart1 - working

I'd look at the process that builds the treeview in ApplicationPart1. Does it rely on any tables or files installed on the problem workstation, that might be missing or corrupted? If there was a crash, could there be temp files lying around that could be interfering with the treeview build process?

If a local FOXUSER.DBF/.FPT is being used, you could try renaming or deleting it.

As another data point, you could try another user logon on the problem workstation i.e. test
