It's not quite there... there are several things you need to know, like "the h is never pronounced", then when is c pronounced as k when as ch, and then the ch which is always k (so sch isn't pronounced as sh but as sk - so Schiavo is not shyvoe, it's skyavo), but it is neat in general, the whole book of rules fits on one page.
