Unfortunately, (based on what I've been reading) he'd been under treatment/visitations by various mental health people AND the police. None of whom felt he was a 'threat to himself or the public'. His parents (bless their hearts) had been in contact with the police because of his posting of his manifesto/plans for the shootings and were trying to find him when he started his spree. And, again based on what I've read, the only reason he didn't kill more women was because no one answered the door at the sorority house he started at (after his roommates, that is).

No, I'm afraid this one boils down to the fact he felt he was 'entitled' to hot, sexy women whenever he wanted them and it was their fault they weren't lining up at his door. Apparently he had been very active on the Pick Up Artists (PUA) boards and the like. Not to mention statements made in his 'manifesto'
