The guy with his arm around her isn't superficial at all, especially if it's her supervisor. She doesn't know whether she can tell him to knock it off without it having an effect on her job. She doesn't know whether he's going to find her somewhere more isolated and do more than put an arm around her. The guy could just be a toucher, who does that to everyone or he could be a predator. She has no way of knowing.

Yes, the hard question is whether the misogyny led to the break, or whether anything could have set him off.

This is one of those great falsehoods around. There's a meme that lots of men's lives are being ruined by false rape claims. In fact, unreported rapes are a much, much greater problem. False rape accusations are rare.
