40%+ of Americans pay no federal income tax.

Minor history nitpick : The Civil War era income tax went away in 1872. A new income tax was established in 1894. A year later it was ruled unconstitutional by the Supreme Court. The16th Amendment made income tax Constitutional and effectively permanent.
