Yes, I see "Compatibility View Settings about 2/3 of the way down the "Tools" menu. However, once in that dialog I don't see any option that says "Display all sites in Compatibility View", which Dmitry says he's seeing in IE10.

There are options for "Display intranet sites in Compability View" and "Use Microsoft compatibility lists".
