If you don't understand why it is scary, I would suggest that you are either ignoring or are choosing to be ignorant regarding abuses of power stemming from bits of information in the wrong hands throughout history. Small snippets of personal information can destroy people's lives, imagine the power of a vast trove of information on 2/3 of the country.
