That's a great chart.
I haven't seen that before, but I've been around a lot longer than that and if you went back to where I started, I suspect that the cost curve would be even steeper.

People like to blame the teachers' unions for most of that.
It's not the union that's the issue- it's the union contract- and we have to look at the other parties who agreed to the contract before we get the whole picture.
