Yep, what tenure does is guarantee due process.
We documented issues with two different teachers when our kids were in school. Both retired sooner than expected. What we learned along the way is that most parents were unwilling to go on record documenting the issues.
For that matter, my husband was involved in getting a terrible teacher out of his HS.
