When the IRS is passing on confidential information from Group A (with views that differ from the administration) to Group B (with views that parallel the administration) and Group B uses it to smear Group A, that is where a line absolutely must be drawn. Here's some "wisdom" - there are federal laws prohibiting this kind of behavior. :)
I have no doubt this kind of thing has happened before - what is different is that the behavior very strongly resembles one of systematic.
