Go back 20 years -- we all loved how Windows let us use OLE and COM to allow one program to talk to another. Those are some of the things that caused the "problems".
Lack of testing was another. I actually heard someone from the Windows team back in 1999 or 2000 say, "Prior to Windows 2000 we would turn off the test servers at night. We never let them run for an extended period." And we wonder why Windows had stability problems.
But yes, Microsoft has fixed many issues.
